“AOPI”

"Accompagner pour/et Optimiser les Parcours d'insertion"

Context / issues:

The hypothesis we have chosen deals with accompaniment as a tool and a factor of optimisation of the insertion process. AOPI.net means: " Accompany and Optimise Insertion Processes".
We suggest examining usual models of insertion of the most disfavoured population. This suggestion relies on DP (Development Partnership) and offers different fields of investigation (from lodging to stable job), of experimentation and mutualisation that will help us to envisage jointly the conditions of accompaniment.
Our double intention to put the accompaniment in the centre of our reflection and act on optimisation of insertion processes is based on observation of set-backs, cycle or spiral development that we can see among the population that isin great difficulty.
However, usual means of insertion are based on different models and practices. Usual means deal with linear trajectories of insertion with gradual steps supposed to be coherent as they are consecutive as regards employment duration and requirements.
This obvious contradiction motivated us to organise our work differently, paying the most attention on accompaniment as the way of observation on the one hand and the tool of optimisation of insertion on the other hand. Women, relatively older workers, immigrants, ex-prisoners, and people with no qualifications neither a diploma are also in the centre of the “spiral” that is difficult to escape from. This fact puts question about practices and ways of follow-up: accompaniment.

The multitude of public or private organisations that acts in the interest of these people, often in a chaotic way, gives a result that is not productive. At the same time it multiplies the offers of insertion, that people concerned respond without thinking and without being able to appreciate its coherence and relevance.
This phenomenon was already observed in other projects (for example PIC Employment) as well as at transnational level. This fact can drive us to a conclusion that its explication by national organisation or reasons is not sufficient.
The length of the process and its superfluous character should doubt us. We can’t attribute only to its beneficiate the responsibility for these choices because of their socially disqualified nature. We assume that there are different ways of interpretation for the reasons of this problem. We believe that research on this subject associated with different supports as suggested by our DP will offer a comprehension of the stakes in accompaniment of insertion that will not be unique but multidimensional.
The non-linearity of insertion becomes a fact (since has been observed) and should be considered as information that should be understood, described and explained to adapt the practices. How can we understand this linearity? Is it justified for this category of beneficiates? Thus it calls into question the consensual and representative vision of insertion by the actors advising or animating insertion process who perceive it as:
- related to a period of time,
- progressive as regards the acquirement of employment skills,
- and therefore being coherent (ex: insertion by economy or professional training->temporary job->permanent job)

The insertion process can’t be separated from its context and social and economic data is fluctuant by nature. That is why we want to open new fields of reflection and new practices throughout improved accompaniment. Our approach will be supported by a configuration (and not a line) of participants who represent all insertion structures (see: DP members).

In this context, several points appear in our project: an obligation to understand professional pathways from an external point of view, self-evaluation of acquired skills, conditions of empowerment approach applied to the most disfavoured population.

The use of Information and Communication Technologies (ICT) should contribute to this desire of beneficiaries and organisations taking part in the project to commit, to participate and to evaluate the project.

Objectives:

Therefore, our project is based on the system of questions about phenomenon that insertion organisations can notice but can’t explain. The project implies modular/pluralist logics of explanation of non-efficiency and problems of insertion process and accompaniment.

The under-projects were elaborated as an hypothesis of optimisation. Thus, their objective is to obtain diversified answers in different but complementary experimentation fields. By these means the complexity of reality will be reflected. That is why it was essential to create Development Partnership (DP) and Transnational Partnership.

To undertake this project a DP with two levels was established:

The main body that participates actively in research and experimentation. Its members are: INFREP, APTIRA, PROMOJEUNES 49: CHRS + Promojeunes Formation, UREI. This group ensures to fulfil the experimentation on accompaniment conditions in different situations (place/time) in such complete insertion structure as our DP. The aim of the experimentation is optimisation of insertion (length and benefits). It is important for us to underline the word “configuration” while characterising our DP, since we would like to abandon, at least during the experimentation period, the linear, continuous, regular conception of insertion process. The reason is, that we have noticed circular or spiral insertion processes especially for people in great difficulty that is a failure for professionals and beneficiaries themselves. How can we explain and optimise this type of trajectory? May be it is rational? The ambition of our project is to answer these questions.


A " satellite " group supports these experimentations as far as training of participants, combination of resources, supplying with place and conditions for practical training are concerned. This group consist of SAS InterCosmétiques, AMPA France, UREI, and CRDP. They ensure to participate and/or support general approach and work in several directions:
In the beginning of the project: grouping of resources that are necessary to carry on the project. This process implies beneficiaries, members of DP and consultants (UREI project).
During the project: technical support and advises as well as training of DP members (CRDP and AMPA FRANCE project) and/or reception of beneficiaries within the framework of new conditions of accompaniment (InterCosmétiques project) After experimentations: support of accompaniment of insertion to transfer the results of experimentation to the region.
